The pace bowler has claimed 309 Test scalps in 71 appearances with an average of 22.10.
Australia's selection chief Bailey has declared that captain Pat Cummins will be a central figure in the upcoming Ashes series.
There were concerns that the veteran bowler might sit out due to a persistent back stress problem that remained unresolved.
Previous updates from team management suggested no final decision had been made regarding his involvement, with the Test matches kicking off on November 21 in the WACA.
The selector shared that the captain is progressing and was "optimistic" about the prospects of participating.
"We know that the clock is ticking and various factors at play, aside from his injury, but further aspects," Bailey remarked.
"It's positive. [We are] really confident that he's going to play a significant role. Hopefully it's the first Test. If not, we'll reassess."
Injury History
The captain missed the white-ball matches against India and New Zealand in the previous weeks after examinations confirmed a stress reaction in his back.
There is a track record of spinal problems, with setbacks in multiple past seasons forcing him out of three Australian summers in four years.
The bowler mentioned he would be proactive in his approach in his recovery plan to ensure his availability for the contest.
The selector indicated that there was no confirmation if Cummins had begun bowling as part of his comeback but acknowledged it was "pressing" for him to regain fitness for the opener.
Alternative Arrangements
If he's unavailable, former captain Steve Smith will lead the side.
All-rounder Cameron Green was withdrawn recently from the ODI lineup for their limited-overs matches against India as a precautionary measure because of an abdominal issue.
He labeled it as a "small issue and confirmed that he'll feature in the Sheffield Shield, so will be "ideally positioned to deliver overs."
"We put so much time has gone into developing the strategy for him to take part for the initial game as an batting and bowling option," the selector detailed.
"He was only going to play the first two ODIs regardless. The way he swings the bat in limited-overs, should it hinder progress for 24 more hours, we just made the decision to take a cautious route."
